I have been asked by European Resident of

good repute if there are any political objections to the

opening in Hong Kong of a factory for high explosives

primarily for sale to the Chinese Government but also

possibly for commercial purposes and I shall be glad of

your instructions. Military authorities do not object,

The proposed factory would be a private commercial

venture.
